Don't worry, the solution is here as you can still restore or get some of your contacts using PC or any mobile device you like.

HOW TO VIEW YOUR ANDROID CONTACTS ON PC OR USING OTHER DEVICES

Its very simple and easy, now to See your Android contacts visit this link and logon

www.google.com/contacts.

HOW THE CONTACT STORING WORKS
Note: For you to use this very tip to access or view some of your contacts, it means, on your android phone, before the phone got damaged or misplaced, you logged in to your Email account with the phone's pre- installed Gmail application and not with any Email but gmail (which is also known as Google mail) to be specific.

May be you just login to the mail and didnt logout because, the device is yours and nobody can access the device easily because, its for private use.

But when you did not logout from the gmail account from your phone, and your data was always (switched ON) probably, for chating, or browsing. Something was also busy processing as you were busy doing your own thing.

And that which was busy processing as you were busy doing something else, is your gmail account, it was also busy storing your contacts without you knowing.

And the contacts being stored, are they ones you stored on your phone's storage and not SIM. So, that is to say, you can only access or view your contacts stored under the gmail account which is associated with the Android phone you are using.

Question:
I checked the link above, but I did not see some of my contacts or all my contacts, why?

Answer: 1. Because, you probably did not login your gmail account on that particular device (Note ; not on browsers, but on pre-installed Gmail Applications).

Answer: 2. Didn't store any contacts on the phone storage having that your gmail is logged in. Or stored few of my contacts and now I only see only those contacts. Thats it.

You can still visit the link and find out if your contacts are being stored as well. If not stored, use the deviced means above and backup your contacts, probably for future use and incase of necessity.
